After the second CaRMS iteration, 73 positions were left vacant in Quebec, all in family medicine. A situation similar to that of last year, remarks the president. But the most important, she believes, is that over and above the positions that were not filled, we must continue to insist on our message: we need to promote family medicine. Une situation similaire &agrave; l&rsquo;an dernier, fait remarquer la Dre Jessica Ruel-Lalibert&eacute;, pr&eacute;sidente de la F&eacute;d&eacute;ration des m&eacute;decins r&eacute;sidents du Qu&eacute;bec&nbsp;(FMRQ).<\/p><p>Apr&egrave;s le premier tour de jumelage du CaRMS, l&rsquo;organisation canadienne responsable de cette d&eacute;marche, il restait 99&nbsp;postes de r&eacute;sident vacants dans la province. Affili&eacute;s &agrave; des universit&eacute;s qu&eacute;b&eacute;coises, ces derniers sont exclusivement propos&eacute;s &agrave; l&rsquo;ext&eacute;rieur des grands centres urbains.<\/p><ul><li>&Agrave; lire aussi&nbsp;: <a href=\"https:\/\/www.professionsante.ca\/premier-tour-du-carms-pres-de-100-postes-non-combles-en-medecine-familiale\" target=\"_blank\" rel=\"noopener\">Premier tour du CARMS&nbsp;: pr&egrave;s de 100&nbsp;postes non combl&eacute;s en m&eacute;decine familiale<\/a><\/li><\/ul><p><strong>Valoriser la m&eacute;decine familiale<br><\/strong>Pour la F&eacute;d&eacute;ration des m&eacute;decins r&eacute;sidents du Qu&eacute;bec, il faut continuer de marteler le message: valoriser la m&eacute;decine familiale. &laquo;&nbsp;On d&eacute;peint souvent la situation comme n&eacute;gative, pr&eacute;tendant que les futurs m&eacute;decins boudent la m&eacute;decine familiale. Il ne faut pas oublier qu&rsquo;il y a aussi des besoins dans les sp&eacute;cialisations de la m&eacute;decine. Il faut r&eacute;partir la raret&eacute; entre la m&eacute;decine de famille et les sp&eacute;cialit&eacute;s&nbsp;&raquo;, mentionne la Dre Ruel-Lalibert&eacute;.<\/p><p>Elle ajoute &eacute;galement que l&rsquo;endroit de la r&eacute;sidence ne signifie pas que le m&eacute;decin r&eacute;sident aura acc&egrave;s &agrave; un poste dans cette r&eacute;gion. &laquo;&nbsp;Ce n&rsquo;est pas parce qu&rsquo;un m&eacute;decin fait sa r&eacute;sidence en ville qu&rsquo;il n&rsquo;ira pas s&rsquo;&eacute;tablir en r&eacute;gion apr&egrave;s.&nbsp;&raquo;<\/p><p><strong>Des solutions concr&egrave;tes<br><\/strong>La Dre Ruel-Lalibert&eacute; rappelle toutefois l&rsquo;importance des incitatifs r&eacute;gionaux. &laquo;&nbsp;&Ccedil;a fait partie de nos demandes de renouvellement de notre convention collective. Il faut consid&eacute;rer les r&eacute;gions interm&eacute;diaires dans ces incitatifs. On a vu la r&eacute;gion d&rsquo;Etchemins perdre ces incitatifs r&eacute;cemment&nbsp;&raquo;, soutient-elle. Elle se r&eacute;jouit d&rsquo;ailleurs d&rsquo;avoir une oreille attentive de la part du minist&egrave;re pour cet aspect.<\/p><p>La pr&eacute;sidente de la FMRQ se dit aussi encourag&eacute;e de constater une ouverture du minist&egrave;re pour assouplir des r&egrave;gles des plans r&eacute;gionaux d&rsquo;effectifs m&eacute;dicaux (<a class=\"glossaryLink\"  aria-describedby=\"tt\"  data-cmtooltip=\"&lt;div class=glossaryItemTitle&gt;PREM&lt;\/div&gt;&lt;div class=glossaryItemBody&gt;&amp;lt;div class=&amp;quot;cmtt_meaning_label&amp;quot;&amp;gt;1&amp;lt;\/div&amp;gt;&amp;lt;!-- wp:table --&amp;gt;&amp;lt;figure class=&amp;quot;wp-block-table&amp;quot;&amp;gt;&amp;lt;table&amp;gt;&amp;lt;tbody&amp;gt;&amp;lt;tr&amp;gt;&amp;lt;td&amp;gt;&amp;lt;br&amp;gt;Regional physician resource plansPlans which include the PEMs of all facilities and establishments for each of the 18 administrative regions.In family medicine, &amp;quot;PREM&rdquo; is used to designate positions granted in one of the administrative regions, in a local services network (RLS), while &amp;quot;PEM&rdquo; is used for positions in hospitals.&amp;lt;\/td&amp;gt;&amp;lt;\/tr&amp;gt;&amp;lt;\/tbody&amp;gt;&amp;lt;\/table&amp;gt;&amp;lt;\/figure&amp;gt;&amp;lt;!-- \/wp:table --&amp;gt;&amp;lt;!-- wp:paragraph --&amp;gt;&amp;lt;br\/&amp;gt;&amp;lt;!-- \/wp:paragraph --&amp;gt;&amp;lt;div&amp;gt;&amp;lt;div class=&amp;quot;cmtt_meaning_label&amp;quot;&amp;gt;2&amp;lt;\/div&amp;gt;&amp;lt;!-- wp:paragraph --&amp;gt;Plans r&eacute;gionaux d&rsquo;effectifs m&eacute;dicaux&amp;amp;nbsp;&amp;lt;br&amp;gt;Plans qui regroupent les PEM de toutes les installations et &eacute;tablissements pour chacune des 18 r&eacute;gions administratives.&amp;lt;br\/&amp;gt;&amp;lt;!-- \/wp:paragraph --&amp;gt;&amp;lt;!-- wp:paragraph --&amp;gt;En m&eacute;decine familiale, on utilise le terme PREM pour d&eacute;signer les postes accord&eacute;s dans une des r&eacute;gions administratives, au sein d&rsquo;un r&eacute;seau local de services (RLS) et le terme PEM pour les postes en milieu hospitalier.&amp;lt;br\/&amp;gt;&amp;lt;!-- \/wp:paragraph --&amp;gt;&amp;lt;\/div&amp;gt;&lt;\/div&gt;\"  href=\"https:\/\/fmrq.qc.ca\/en\/glossary\/prem\/\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]'>PREM<\/a>). &laquo;&nbsp;Nous attendons maintenant de voir les propositions&nbsp;&raquo;, mentionne-t-elle.<\/p><p><strong>Un projet inqui&eacute;tant<br><\/strong>La Dre Ruel-Lalibert&eacute; s&rsquo;inqui&egrave;te aussi des cons&eacute;quences du projet obligatoire de r&eacute;sidence en m&eacute;decine familiale de trois ans qui est actuellement sur la table. &laquo;&nbsp;On allonge la formation. On souhaite que le minist&egrave;re s&rsquo;implique dans ce dossier.&nbsp;&raquo;<\/p><p>Elle craint que les unit&eacute;s d&rsquo;enseignement de m&eacute;decine familiale (UMF) ne puissent pas accueillir 50&nbsp;% de plus de r&eacute;sidents, en plus de mettre en doute le fait d&rsquo;attacher les m&eacute;decins r&eacute;sidents &agrave; des conditions de pratique. &laquo;&nbsp;Ce n&rsquo;est vraiment pas une bonne id&eacute;e&nbsp;&raquo;, lance-t-elle.<\/p><p>Elle &eacute;voque &eacute;galement l&rsquo;importance de consid&eacute;rer le bien-&ecirc;tre des r&eacute;sidents. &laquo;&nbsp;Beaucoup de nos revendications dans la n&eacute;gociation de la convention collective sont li&eacute;es au bien-&ecirc;tre. En ce moment, les r&eacute;sidents peuvent faire jusqu&rsquo;&agrave; 19&nbsp;jours de travail en ligne, sans cong&eacute;&nbsp;&raquo;, d&eacute;plore-t-elle.<\/p><p><strong>Valoriser d&egrave;s la formation<\/strong><br>La Dre Ruel-Lalibert&eacute; convient que la m&eacute;decine familiale doit &ecirc;tre valoris&eacute;e d&egrave;s la formation g&eacute;n&eacute;rale. &laquo;&nbsp;Il y a une oreille de plus en plus attentive des facult&eacute;s de m&eacute;decine d&rsquo;avoir des m&eacute;decins professeurs issus de la m&eacute;decine familiale. Il y a d&rsquo;ailleurs d&eacute;j&agrave; des initiatives, comme des conf&eacute;rences et des stages d&rsquo;&eacute;t&eacute; pour les &eacute;tudiants. Est-ce qu&rsquo;on pourrait les bonifier pour valoriser davantage la m&eacute;decine familiale?
