l&rsquo;occasion d&rsquo;une rencontre de travail, la F&eacute;d&eacute;ration m&eacute;dicale &eacute;tudiante du Qu&eacute;bec (FMEQ), la F&eacute;d&eacute;ration des m&eacute;decins r&eacute;sident&middot;e&middot;s du Qu&eacute;bec (FMRQ), la F&eacute;d&eacute;ration des m&eacute;decins omnipraticiens du Qu&eacute;bec (FMOQ) et la F&eacute;d&eacute;ration des m&eacute;decins sp&eacute;cialistes du Qu&eacute;bec (FMSQ) ont convenu d&rsquo;une seule voix de demander le retrait pur et simple du projet de loi&nbsp;106.<\/p><p>Ensemble, elles pressent le gouvernement de renoncer &agrave; son projet de loi 106 qui cherche &agrave; modifier unilat&eacute;ralement les conditions d&rsquo;exercice des m&eacute;decins et tente de cr&eacute;er de toutes pi&egrave;ces un r&eacute;gime de n&eacute;gociation &agrave; part. Elles invitent le gouvernement &agrave; miser sur la seule voie pour parvenir &agrave; une entente durable et b&eacute;n&eacute;fique pour les patients&nbsp;: la n&eacute;gociation. Elles r&eacute;it&egrave;rent ainsi leur souhait de voir s&rsquo;amorcer un dialogue de bonne foi afin d&rsquo;en arriver rapidement &agrave; une entente visant &agrave; am&eacute;liorer v&eacute;ritablement l&rsquo;acc&egrave;s aux soins pour les Qu&eacute;b&eacute;cois.<\/p><p>Elles d&eacute;noncent &eacute;galement l&rsquo;approche d&eacute;plorable adopt&eacute;e ces derniers mois par le gouvernement et son ministre de la Sant&eacute;, Christian Dub&eacute;. Cette strat&eacute;gie, loin de favoriser le dialogue, insulte et d&eacute;motive les &eacute;quipes m&eacute;dicales qui, jour apr&egrave;s jour, portent le r&eacute;seau de la sant&eacute; &agrave; bout de bras pour leurs patients. La menace d&rsquo;une loi sp&eacute;ciale n&rsquo;est qu&rsquo;un exemple de plus de cette attitude contreproductive et autoritaire.<\/p><p>&laquo;&nbsp;Nous sommes pr&eacute;sentement dans une impasse. La menace du projet de loi&nbsp;106 paralyse les n&eacute;gociations. Si l&rsquo;on veut mettre fin &agrave; la gr&egrave;ve de l&rsquo;enseignement &agrave; court terme, deux solutions se pr&eacute;sentent : le recours &agrave; l&rsquo;arbitrage et le retrait de ce projet de loi pour permettre une reprise des discussions. Son refus pourrait compromettre la graduation d&rsquo;une cohorte enti&egrave;re de futurs m&eacute;decins d&egrave;s juillet&nbsp;2026, avec des cons&eacute;quences directes sur l&rsquo;acc&egrave;s aux soins pour la population. Il faut sortir de l&rsquo;affrontement et trouver un terrain d&rsquo;entente.&nbsp;&raquo; &ndash; F&eacute;licia Harvey, Vice-Pr&eacute;sidente de la F&eacute;d&eacute;ration m&eacute;dicale &eacute;tudiante du Qu&eacute;bec<\/p><p>&laquo;&nbsp;La FMRQ demande aux parlementaires du Qu&eacute;bec de ne pas ramener pour &eacute;tude le projet de loi&nbsp;106 devant l&rsquo;Assembl&eacute;e nationale et d&rsquo;inciter le gouvernement &agrave; v&eacute;ritablement n&eacute;gocier, de bonne foi, avec la FMOQ et la FMSQ. D&eacute;j&agrave; au printemps, nous avions d&eacute;clar&eacute; en commission parlementaire que ce projet de loi n&rsquo;&eacute;tait nul autre qu&rsquo;une loi sp&eacute;ciale d&eacute;guis&eacute;e. D&eacute;sormais, le gouvernement de la CAQ ne cache m&ecirc;me plus sa menace d&rsquo;utiliser une loi sp&eacute;ciale pour se d&eacute;filer &agrave; ses obligations de r&eacute;ellement n&eacute;gocier les conditions de pratique des m&eacute;decins. La FMRQ appuie donc fortement ses coll&egrave;gues des autres f&eacute;d&eacute;rations m&eacute;dicales. Sont en cause ici non seulement les conditions de pratique futures des m&eacute;decins r&eacute;sidents, mais &eacute;galement la p&eacute;rennit&eacute; de notre r&eacute;seau de la sant&eacute; et sa capacit&eacute; &agrave; donner des soins ad&eacute;quats &agrave; la population du Qu&eacute;bec.&nbsp;&raquo; &ndash; Dr Louis-Charles Desbiens, pr&eacute;sident de la FMRQ<\/p><p>&laquo;&nbsp;Quand les m&eacute;decins de famille, les m&eacute;decins des autres sp&eacute;cialit&eacute;s, les r&eacute;sidents et les &eacute;tudiants en m&eacute;decine partagent les m&ecirc;mes inqui&eacute;tudes &agrave; l&rsquo;&eacute;gard d&rsquo;un seul et m&ecirc;me projet de loi, c&rsquo;est un appel qu&rsquo;on ne peut plus ignorer. Les m&eacute;decins de famille croient que cette solidarit&eacute; interg&eacute;n&eacute;rationnelle m&eacute;rite d&rsquo;&ecirc;tre exprim&eacute;e haut et fort &mdash; pour l&rsquo;avenir de la profession, et pour celui de la population qu&eacute;b&eacute;coise. Cette solidarit&eacute; m&eacute;rite qu&rsquo;on l&rsquo;incarne, ensemble, dans l&rsquo;espace public.&nbsp;&raquo; &ndash; Dr Marc-Andr&eacute; Amyot, pr&eacute;sident de la FMOQ<\/p><p>&laquo;&nbsp;Le traitement que r&eacute;serve aux m&eacute;decins sp&eacute;cialistes le gouvernement actuel tranche nettement avec celui r&eacute;serv&eacute; &agrave; nos coll&egrave;gues des juridictions voisines. Avec son projet de loi&nbsp;106, il met la table pour la cr&eacute;ation d&rsquo;un d&eacute;sert m&eacute;dical en d&eacute;courageant les jeunes sp&eacute;cialistes &agrave; s&rsquo;engager au Qu&eacute;bec et en poussant les plus &acirc;g&eacute;s vers une retraite h&acirc;tive. Les m&eacute;decins sp&eacute;cialistes sont pr&ecirc;ts et veulent travailler plus, mais il leur faut des outils et des conditions pour soigner leurs patients.
