Moonlighting
Resident doctors on fellowships/training in advanced competencies holding a permit to practise from the Collège des médecins du Québec can obtain authorization to perform medical activities in any region without holding a compliance notice (Article 3.09 of the Special Agreement).
Resident doctors holding such authorization must perform activities included in the list of specific medical activities (AMPs) that the regional directorate of general medicine (DRMG) has made available in the geographical area where they wish to practise. They are then deemed to have signed on to AMPs.
Note that those taking advantage of this authorization do not accumulate practice days for the purposes of calculating a first year of practice.
Terms and conditions
- You must apply to the DRMG of each region where you wish to practise during your residency.
- The DRMG may authorize the application if the activities are part of the region’s AMPs.
- Authorization is granted for a maximum of 1 year at a time, and may be renewed as long as the resident’s status remains valid.
- The DRMG notifies the Parity Committee and the Quebec Health Insurance Board (RAMQ) of the authorizations it has issued in lieu of a PREM compliance notice and of signing on to AMPs during the period in question.
In the case of medical activities performed under the locum mechanism, authorization is granted by the Parity Committee.
