1. Scope and Application
This Privacy Policy describes how the Fédération des médecins résident·e·s du Québec (“FMRQ”, “we”, “us” or “our”) collects, uses, holds and communicates your personal information when you do business with the FMRQ, or one of its affiliated associations, including when you join as a member, use the members.fmrq.qc.ca platform and the mobile application version, or communicate with us.
“Personal information” means any information which relates to a natural person and directly or indirectly allows that person to be identified.
This Privacy Policy has been established in accordance with the requirements of the Act respecting the protection of personal information in the private sector (CQLR, c. P-39.1) and its related regulations.
2. Consent
When you join as a member, we obtain your consent to the collection, use, retention and communication of your personal information in accordance with this Privacy Policy, as it may be updated or amended from time to time.
You may withdraw your consent at any time, subject to applicable legal or contractual restrictions.
3. Personal Information We Collect
We collect, among other things, the following personal information:
• Identification: resident number, email address(es), first name, last name, mailing address, telephone number, gender, affiliated health institution, preferred language;
• Profile: information that you may add to our platforms (photo, biography, interests, etc.);
• Content: posts, comments, private messages, uploaded files, reactions;
• Activity: login logs, group interactions, notifications, preferences;
• Technical data: IP address, device type, browser, session cookies, application identifiers;
• Registration validation: resident number and registration code, validated against the FMRQ’s CiviCRM CRM.
4. Purposes for Collecting Personal Information
The FMRQ collects, uses, holds and communicates your personal information to manage and carry out its activities and mission, which is the study, defence and advancement of the financial, social, moral, academic and professional interests of its affiliated associations and their members, and for the following purposes:
• Process your membership;
• Manage and maintain your file;
• Verify your identity;
• Recognize you on our platforms and identify your preferences;
• Provide services offered by the FMRQ or affiliated associations;
• Communicate with you, including to provide information related to residency;
• Respond to questions, requests and requests for advice;
• Invite you to events, organize activities and conduct surveys;
• Improve the platforms through aggregated and anonymized statistics;
• Manage risks, security and regulatory compliance.
5. Methods Used to Collect Personal Information
The FMRQ collects personal information from you in several ways, whether verbally, in writing or electronically, through its platforms, by telephone, by email and by mail, including, without limitation, when you:
• Become a member through the membership form;
• Participate in our events, activities or surveys;
• Visit our platforms and use our mobile application;
• Communicate with us for any questions.
6. Communication of Personal Information
Access to personal information is limited to FMRQ employees and partners specifically authorized by the FMRQ who require such personal information in the performance of their duties.
The FMRQ does not disclose personal information for purposes other than those for which the personal information was collected in accordance with this Privacy Policy. Accordingly, the FMRQ may communicate personal information to third parties that collaborate with the FMRQ as agents, subcontractors, suppliers or partners. We limit the communication of your personal information to such third parties to what is necessary for the delivery of the product or the provision of the services for which such third parties have been retained. The FMRQ implements contractual measures and other reasonable means to provide a level of protection comparable to our own for the protection of personal information.
We do not authorize our agents, subcontractors, suppliers or partners to use or disclose personal information for their own commercial or other purposes. The FMRQ does not sell your personal information.
Some of our agents, subcontractors, suppliers and partners may be located outside the province of Quebec or in other countries.
The FMRQ may also disclose your personal information to third parties as required or permitted by law.
7. Retention of Personal Information
The FMRQ holds personal information only for the period necessary to comply with legal requirements or as useful for the identified purposes. The FMRQ may also holds personal information for a reasonable period for legal, administrative or compliance purposes.
8. Security
The FMRQ takes reasonable measures to protect personal information and uses security measures that correspond to its sensitivity. We implement technological, physical and contractual security measures to protect your personal information, including, for example, HTTPS encryption, encrypted passwords, access controls, logging, backups and security updates. However, no measure can guarantee absolute security. Accordingly, the FMRQ makes no representation or warranty as to the absolute security of personal information. You acknowledge that you provide your personal information to the FMRQ with full knowledge of these risks.
The FMRQ is required to notify you and the Commission d’accès à l’information if a confidentiality incident involving your personal information presents a risk of serious injury.
9. Personal Information Concerning Children Under 14 Years of Age
The FMRQ does not knowingly collect personal information concerning children under 14 years of age.
10. Cookies and Tracking Technologies
The member platform uses session cookies that are essential to its operation, including authentication and preferences. It may also use analytics cookies to measure aggregated usage.
You may configure your browser to refuse cookies, but certain features may be affected.
The mobile application uses device identifiers and push notification identifiers provided by your operating system.
11. Accuracy of Personal Information
The FMRQ takes reasonable measures to ensure that the personal information collected is accurate, complete and up to date.
However, it is your responsibility to ensure the accuracy of the personal information you provide to us, and you must inform us of any changes to the personal information provided.
12. Your Rights
In accordance with the Act respecting the protection of personal information in the private sector (CQLR, c. P-39.1), you have the following rights:
• Access: Verify the personal information that the FMRQ holds about you;
• Deletion: Delete your personal information from our records, subject to the FMRQ’s legal obligations;
• Rectification of inaccurate or incomplete personal information;
• Cessation of dissemination of personal information and de-indexing of a hyperlink (“right to be forgotten”);
• Portability: Obtain your personal information in a structured and commonly used technological format;
• Withdrawal of consent.
For the processing of any request, we may ask you to identify yourself and provide proof of identity in order to prevent fraudulent or unauthorized access requests.
The FMRQ undertakes to process any request relating to your personal information diligently.

For any questions regarding this Privacy Policy or the manner in which the FMRQ collects, uses, holds and communicates your personal information, or if you wish to exercise a right with respect to your personal information, you must write to the Privacy Officer, by email or by mail.

14. Changes and Updates to the Privacy Policy
We may make changes and updates to the Privacy Policy from time to time, including to comply with applicable laws or to reflect changes in the activities and technologies used.
Any change made to the Privacy Policy will be posted on our website under the Privacy Policy section, with the date of the last update.
If we make material changes to the Privacy Policy that substantially modify the manner in which we process personal information, we will use our best efforts to notify you, either by posting a notice on the website or on one of our platforms, or by email.
Your continued use of our services, platforms or website after the publication or communication of a change means that you accept and consent to the revised terms of the Privacy Policy.
